I think that the fuses are not working anymore and need to be replaced and the blenders motor is no longer working and needs to be replaced too. It would be more convenient to buy a new blender than to fix the current blender that you have that is not working anymore.

The blades may not be turning because the blade assembly is not fully tightened onto the blender bottle.
