GE washer won't spin
Sounds like it needs a new motor. Electric motors can develop bad spots on their coils. What happens is they begin to work intermittently or only when hit. This is the same problem with a cars starter motor. Probably a pretty easy fix, just unplug the power to the washer for safety and pull it out and get a part number off the motor assembly then order up a new motor. If you have a multimeter and are comfortable working around live AC voltage to can see if power is being sent to the motor at the power connector.
Dial won't set
you can possibly remove the knob itself, and see if you can turn the dial itself. if you can, then you can probably see the knob is broken. if if the shaft turns, but doesn't move the gears, then you will just need a new dial switch.
Will not spin or agitate
did the washer cause the flood? you could have got water into the motor if it was above a few inches deep. do you hear the motor working, and no agitator movement? will it fill ? or is it just dead?

You got no clear question here. Does the spin cycle pumping out water or not. If it is spinning but water was not pumping out so the issue is from the pump. It is either blogged or out of order.
