I have a disk error how do i fix it?
Could be the HDD or even just the boot sector itself. Basically, it's not able to read the Operating System Boot...or it got damaged somehow. If you have a disc for the exact version that is on the system, you may be able to fix it through the Advanced Options using the command prompt. (bootrec.exe /fixboot /fixmbr /scanos /rebuildbcd)

You can download the windows installation from the Microsoft website, and run it. Select the Custom Install option to run a Clean Install and select to Reformat the drive, this would clean the drive and reinstall windows, which would reset everything to the factory settings.

Hope this helps!

I am assuming you weren't plugged into a surge protector when you lost power. During power outages, spikes in voltage occur, so what happens is there's no mechanism to interrupt that spike by grounding, which surge protectors are designed to do. Any laptop/computer components cannot handle this voltage spike as they are delicate to certain voltage tolerances. I hate to say it, but your laptop is toast.
My tower will not turn on
It sounds as if your power supply is having issues, I would recommend replacing it. If your good with computers, you can test the power supply:
1. Open the computer tower.
2. Find the main plug which runs from the power supply to the motherboard.
3. There should be 16 wires.
4. Find the green wire, short it to the black wire with a paper clip.
5. If the computer seems to turn on, its your motherboard having issues and you will probably need a new computer. If it does not turn on, your power supply has failed, and you need to replace it.
I hope this helps!
