No its strickly a jump starter not a trickle charger.. you can buy a small power supply in the 250ma range and make a cheap trickle charger.

I have a feeling that the batteries might be the issue. They might have dead cells or if they got to hot or cold the battery case can swell a little. That will cause the issues you are experiencing. Have A Good Day

Purchaseed Roybi P2102 cordless blower at Home Depot yesterday. Put battery on charger for 12 hours and it would not get past the "test" phase. Called Ryobi customer service 800-860-4050 (got a live person quickly), was told I had two options: take the blower back to HD for refund/exchange OR take it to the Tool Rental or Pro Desk at HD and they can test the charger/battery and can provide a replacement if defective, all FREE of course.
