Can you use 18v batteries on the 36v tools?
I wouldn't try it. The 36-volt motor will not run up to speed and overheat running on an 18-volt battery. The battery will get so hot it will damage it too.

Battery charger on my Evatac flashlight blinks from red to green repeatedly when connecting batteries to charger what is going on
If the battery charger on your Evatac flashlight blinks from red to green repeatedly when you connect the batteries to the charger, it could indicate a problem with the batteries or the charger itself.
Here are a few possible reasons why the charger is blinking from red to green:
The batteries may be faulty or damaged. In this case, the charger may not be able to charge the batteries properly, causing it to blink from red to green.
The charger may be detecting a problem with the batteries, such as overcharging or overheating. In this case, the charger may be designed to stop charging and start blinking from red to green as a warning.
There could be an issue with the charger itself, such as a loose connection or a faulty circuit. In this case, the charger may not be able to properly charge the batteries, causing it to blink from red to green repeatedly.
It is recommended to check the batteries and charger for any visible signs of damage or wear, such as corroded or dirty connections. If the issue persists, it may be best to contact the manufacturer or a qualified technician for further assistance.

How much time to charge a 20V charger?
This will all depend on the chargers charge rate, ie. if charger charges at 1000mah the a 2 ah battery will be charged in 2 hours . 1 can use ohms law to factor this as charger and battery are both unknowns ..

When chuck is jammed how do you unjam it ti put another bit in it
Use a vice to clamp the chuck and then a metal punch to put into the chuck hole, a little elbow grease and it should come unstuck. If not use some anti seize or wd 40 or penetrating oil down the centre of the chuck where metal is touching then use the metal punch and a snipe to get leverage while its clamped in the vice . sometimes hitting the metal punch in the direction you want instead of just pushing or pulling will help it get unstuck. Or here is another way
