My system restore has been turned off by a group policy

Resolution 1. Click Start, Run and type regedit.exe and press Enter
2. Navigate to the following key:
HKEY_LOCAL_MACHINE \ Software \ Policies \ Microsoft \ Windows NT \ SystemRestore
In the right-pane:
  • Delete the value DisableConfig
  • Delete the value DisableSR
3. Exit the Registry Editor.
In Windows XP Professional, you can accomplish the above using Group Policy Editor as well.
1. Click Start, Run and type GPEDIT.MSC
2. Navigate to this path:
-> Computer Configuration
--> Administrative Templates
---> System
----> System Restore
3. Set Turn off System Restore to Not Configured
4. Set Turn off Configuration to Not Configured

For standalone Windows Vista systems, use these steps:
Using the Group Policy Editor
If your edition of Windows Vista includes the Group Policy Editor snap-in (gpedit.msc), follow these steps:
1. Click Start, type gpedit.msc and press ENTER
2. Go to the following branch:
Computer Configuration | Administrative Templates | System | System Restore 3. Double-click Turn off Configuration and set it to Not configured.
Note: If the above setting is already set to Not configured, set it to Enabled and click Apply. Then revert back the setting to Not configured, and click Apply, OK.
4. Exit the Group Policy Editor.
Using the Registry Editor
1. Click Start, type regedit.exe and press ENTER
2. Navigate to the following key:
HKEY_LOCAL_MACHINE \ Software \ Policies \ Microsoft \ Windows NT \ SystemRestore 3. In the right-pane, delete the value named DisableConfig
4. Exit the Registry Editor.

If you set the Turn of configuration option to Enabled, the option to configure System Restore on the Configuration Interface disappears. If the Turn off Configuration setting is disabled, the configuration interface is still visible, but all System Restore configuration defaults are enforced, and the Create button is grayed out. If you set it to Not configured, the configuration interface for System Restore remains, and the user has the ability to configure System Restore.

Only reading half of expected value of memory installed. Have 2 512mb installed but the Bios indicates that they are each 256mb. Computer is set up for dual mode with 2 slots. I am using Windows XP PR

Most motherboards need to be told they have updated memory installed. This is either done by Contacting the motherboards manufacturer for upgraded bios that will be needed for the motherboard to receive higher RAM cards. These should be available through the "support" section of their website. If you own a Dell or HP, their bios are usually locked and must be updated this way. If your bios are "cleared" you will have full access the change the RAM MHz and RAM value settings for the board to match your new RAM cards manually. Open the PC's BIOS and search for a RAM frequency and value settings. The precise location varies depending on your system, but it's often in an "Advanced Chipset" section, on a page that mentions RAM or DRAM configuration. Modify the RAM frequency and value to match your new cards. Your new cards will have their MHz rating and size either on the box, the included paper work, or on a sticker or indicator stamp on the RAM card itself.
Exit the BIOS with the "Save Settings and Exit" option and let your computer restart.

If bios are compatible or updated and still not booting. Try installing only 1 new card into slot two at a time, leaving 1 of the original cards in slot one. Turn on the machine and go to your bios and change the values only for card 2, save and reboot the machine into bios once again. Then change the value for slot one to match, save and shut down and install the other new card into slot one.

Fan is running very fast no video

by no video do you mean no display? or you cant watch videos? if this is still at start up and doesn't get past the POST screen then it is stuck in the power on self test (spins all fans to 100% then stops) what you need to do is to get into the BIOS and see if you can see your HDD if you can then good news its not broken yet, save and exit bios and whilst its booting tap F8 like a mad man you will be presented with a list choose boot to safe mode. once done restart. if you are using a graphics card I would suggest trying to use the onboard VGA and then reinstall the grpahics driver

Want to know what video card is compatible for compaq presario SR2013 WM

video cards are designed to run on a number of different busses - agp, pci, PCIe, usb, firewire, etc.. The available busses on your computer will determine which cards are compatable with your computer. Other considerations are power and ram requirements. How far any of these can be upgraded will determine the limit of a cards compatablilitiy.

Cd not recognized

That only means that the cd/dvdrom is already failing. if this happens to not 1 cd/dvd, then its failing. but if it only happens to 1 particular cd, then that means that the cd might have the problem, try another computer to read the contents of that cd, and try to transfer the data to a flash drive.And its not visible on your BIOS.
