It will be best to replace the power supply regulator board as card basis rather than making "Surgery" to it; which usually will make loss for both money and time. Even though you can make it right, it will cost around an amount equal to the cost of a new board; including the cost of (spare parts + service charge) More to say, most of the spare parts to it will be difficult to get from open electronic spare part market. This is true to most of the flat panel TV power supply boards; irrespective of its brand and screen size.
Stuck on one channel
Is it the tv's remote? Change the batteries
are you on a cable box? You need to use the providers channel changer. Tv is made to stay on one channel like channel 3 and the cable box runs the different channels.
Screen Flickers
There are many reasons for this fault. Contact any service technician. The main reason is with fault with its main power supply regulator board itself. If you wish to get some details; check the site linked here. Pull up older posts. Surf the site with patience.

Vizio Factory Menu
Vizio Tv's have an extra menu that contains factory settings which you can change or fix should you have a problem with your TV.
Here's how to access the menu:
1. Hold down the CH+ (Channel Up) and the CH- (Channel Down) buttons on the TV.
2. While holding these buttons press the power button on the TV.
3. After the TV comes on, let go of the buttons, and enter the TV menu as usual.
4. You should now see a "F" in the lower right hand corner of the menu. (If not please repeat steps 1-3)
5. Hold down the menu button on your remote and the Factory Settings menu should appear. From this point you can tweak whatever settings you wish.
*CAUTION* - Make sure that before you do anything you write down the settings before you change them. I have seen it mentioned that certain settings never be adjusted. Please search the internet regarding your problem before you do anything. A good resource is www.avsforum.com
