Water in the fuel tank, I personally had this problem this morning irritating but was simple to cure. Empty your fuel in to a clean five gallon bucket and observe, fuel is lighter than water and will float on top water settles to the bottom. You now have to dry out the tank, get creative I stuffed mine with rags and sopped it all up, this worked fine for me. You can siphon off the fuel from the water and re-use the fuel. Just be careful not to siphon off the water with it.

This sounds as if your photo electric eye is bad or dirty. Try cleaning out the eye with a damp terry cloth rag and windex. You have to remove the top cover of the heater and locate the eye make sure there is nothing blocking it or film on the lens. I would also check the fuel filter, not enough fuel will cause a flame out situation as well.

How old is your spark plug? Because if you're getting good fuel and spark but no ignition, then I'd replace the spark plug first. But be sure to get the correct plug for correct operation. A spark plug can have a spark but still be bad. A white spark means a dead plug, a blue or pinkish color means the plug has proper ignition.

No fuel to the burner

From your description I must assume that the motor and fan are turning. If this is the case then you either have an extremely bad air leak between the air pump & nozzle, a restricted fuel line or vacuum leak, or the rotor in the pump itself is broken and needs to be replaced.

Check the pump pressure. If 0psi then the rotor is broken.
If there is "some" pressure, then look elsewhere.

Heater will light but willnot

you need to replacve the air filtration filter. the unit must draw in dilution air to burn the fuel. It's located on the back of the heater near the fan. usually to the right side.

Trys to start but fan

When this happens on a heater, the motor for the fan is bad and should be replaced, if the part is available.

I Have a Reddy Heater

This could be caused by low pump pressure but is more likely a bad control board part # 104068-02.

If you put your finger over the pump adjustment screw on the back of the motor you should be able to hear an increase in the sound of the heater.

Can't get it started.

I must make an assumption here. I am assuming you are referring to the ignitor getting red and not the cone.

I have a 60,000 btu

Check the fuel filter on the units as well as the inlet and outlet filters on the back of the motor.

Watch the nose cone and see if the end starts to loose the glowing orange color before it quits.
If the unit slowly looses the color then you have a fuel problem but if the unit just quits at full heat then you could have a electrical problem.

Typically the spark plugs on these heaters don't go bad.

Can you use e85 ethenol in a reddy heater

Only if it calls for gasoline to be used. If it is supposed to use kerosene, then don't use anything else! Gasoline (including ethanol) is far more easily ignited than kerosene; one reason it is safer to use inside. Don't risk an explosion by trying to use less expensive fuel!

Heater will not fire

Probably the flame sensor needs cleaned,or thermocouple, depending on the age. If unit has an ignitor that glows red and then ignites burners,it is the flame sensor, which is probably on the opposite side of the ignitor that is connected with a small wire and is held to the unit with a 1/4" screw. If you can take it out,(POWER DOWN THE UNIT FIRST) and clean it with a dollar bill, and reinstall it.
