Black wire that goes from top to bottom on back of refrigerator is frosting up..
You sure it is not a tube? If it is the tube going up TO freezer from the high pressure side of the compressor then you are low on gas - evaporation is taking place there instead of the evaporator coil in freezer compartment.. If it is the tube returning to the compressor from the evaporator you have too much refrigerant - but this is only the case if you recently had unit serviced and maybe too much refrigerant was introduced into the system.
Freezer compartment leaking water and icing up inside
Solution #3 fixed it.
Pulled everything out of the freezer, found where the drain was, it was blocked with ice, hot water and then a flexible straw, the kind that comes from an ammusment park kids container, shoved it down the opening after the hot water and it cleared whatever was blocking the drain.

Circuit breaker tripping
Sounds like the electric motor in the fridge may have shorted out some of the windings which is causing it to draw more current. You should get one of those clamp on amp meters to see how much current it is drawing when it first kicks on.
Refrigerator door will not close.
please make sure that the door gaskets are not damaged twisted around or hunging also make sure the drawers are all the way in this is the only thing that will prevent from door closing or too many items and something may stick out like bottles or milk gallons.
Replacing rubber gasket
The issues is easy to solve, all you need to do is look at the model and serial of the refrigeration unit and we can match up a gasket for you at www.coolergaskets.com. Once you get it they either push in or screw in, typically screw in. So you would unscrew the old gasket and install the new one. Probably looking at about 1 hour to fix it. Middle section divider gets real hot
Any heat inside a refrigerator is a not so good thing, firstly you have to assertain if the thing is in defrost or not, they do this regularly to defrost the ice, if it's hot all the time then you have a problem.

Ice maker is not producing ice. the water
Did you leave the freezer off for a couple days then turn it back on? if you did that, then waited 24 hours it sounds like you did a good job on checking to see if the line was frozen. Then i'm really starting to suspect the ice maker itself is either not cycling because its bad or maybe it is and the water valve is not producing water to the ice maker. Those are the two directions id take it at that point.
