This usually indicated a problem with the pump. There is a belt which turns the agitator, spins the drum, and turns the pump, which is what removes the water. Since the agitator works and the drum spins, the pump is probably faulty.

I had thi problem.I removed the heater element but there was nothing wrong with it when tested .Do not do this as it is hard to get element back inWhat I done was remove the top of machine and pulled connector of temperature knob It was corroded.I sprayed the connection with WD40and shoved it on and off a couple of times and hey presto it worked .Themachine is heating again
hi there. its likely that there are coins etc in the pump filter,which causes the filter to jam.usually a little persuasion and patience will give you access.try fast left and right turns ,with the emphasis on anti clockwise.otherwise you may need to strip down the pump.patience usully works though!

If you have checked everything else, then it may be the drain pump or the "filter/catch". There is no real filter but rather is a part of the drain system.
Normally it is at the very bottom of the machine. You need to remove
the lower front panel. There would be 3 clips that holds it in place.
Once the inside is exposed, there would be a black circular cover at
the right hand side. Unscrew it out and clean the inside. It would
normally be filled with water and some other "stuff" so pls have
cleaning materials handy and/or anything to absorb the spilling water. You can now check the pump, the impeller and verify that indeed there are no clogs/blockage.
