Is changing a briggs starter pinion gear that
no, should be easy, the ends ion these small engine starters vary a bit. The retaining ring should be able to kinda be stretched over the end without distorting it. then tapped back over the end after the new Bendix gear is in place.

MY lawn mower engine gets enough gas to run for half a minute then stops
Sounds like a clog in either the fuel line, filter, fuel tank or the carburetor or one or more of the above. The engine is running on fuel inserted from the priming pump. Try replacing the filter first. If there are still issues You will need to take apart each of the other components and clean them. There should be some YouTube videos on this.

a previous problem may have cause the gear drive shear pin to fail
you will have to get to the gears and look for a gear from the motor shaft that is turning freely when it should be driving other gears

Troy bilt pressure washer 3000 max psi working
Your carb has a stuck float. Most likely a piece of trash in the needle valve and seat letting gas in all the time. Could be the float has a hole in it, but less likely than just trash in the carb.
When you get it cleaned, change the oil. Gas most likely got into the oil.
