Where did you buy your lamp? sounds like its not a real philips or osram. Discount merchants sells some junk lamps. If you got it there, thats your problem

to change a ballast board its a bit of work and a tear down to get it in there . but first lets review your problem . its cycling off every 30 seconds . id suspect a defective lamp or a power supply problem since it sounds as if the ballast board does fire . that's assuming that you do see something come up on the screen when it attempts to start if a ballast has failed it usually will make a noise or the set would almost go into a shut down . also how many blinks and what order are the events happening ?
