First is UNPLUG AND DO NOT TRY TO USE THE SET AGAIN.Have someone who knows what they are doing open set now and look for burnt parts--the smell may lead you to the area where problem is.

You need to replace the power supply on your set, this happen when horizontal output fail.

This set uses what is called a "Hyper" board; it processes all signal from all inputs.

These sets have a history of tiny capacitors on that board failing, called surface mounted that dry out and fail.

The classic pattern when this problem happens is the period until it clears up gradually gets longer and longer.

The board is no longer available and only available if removed and sent out for repair.

Probably not worth doing as the last one I saw cost over 200 for a repair/rebuild.

I do not like giving bad news but this is what you have.

Try using the convergence adjustment; listed at the bottom under the picture settings in the menu. If you are unable to focus the TV using its convergence adjustment it's time to call the TV repair guy. Figure about $300.00 USD for your model.

Most likely your power supply has been damaged. Seek a repair service for this.

The TV is on protect mode. The clicking noise is the protection circuit that keeps turning the TV off to prevent damage.

Try first leaving the TV power cord unplugged for some times, let say one hour or so.

Also ensure that the fault is not coming from a faulty receiver box damaged by the power surge. Check if you get same problem with no receiver box or dvd connected, after unplugging TV.

If that does not work, and you keep having the led in front of the TV on, and tv turning off by itself, that indicates a fault condition.

When the TV goes on protection there are only two possible reasons.

1The internal circuits are jammed because of electrostatic charges accumulating on capacitors, or because of a wrong voltage read by the main chip on your monitor controller board. this started the protection circuit. The problem had been caused by power surge.
2 The protection circuit detected a wrong voltage or abroken contact, identified an internal fault and kicked in , startingthe flashing light. In this case the power surge had blown one of the PSU capacitors.


If you are in situation one, then theTV will reset just unplugging power cord for one or two hours,sometimes even minutes.

If you are in situation 2 , then there is an internal fault.

If under warranty contact the manufacturer ringing the number on the user manual

If you want to repair at your own expenses, just locate any good qualified repairer.
If disconnecting for few hours did not work, try leaving the set unplugged from main overnight, so to ensure that you are draining power from PSU capacitors completely.

Most likely there are electrolytic capacitors in the power supply, video path, and scan amplifiers that are starting to fail from age. This is common in many of these sets. In consideration of the age of the set, this may not be worth having it serviced.

if main power supply is working check sub power supply.should be 1.5 volts on pe 42 pin8 and 9.
if missing replace ce36 and ce 39. i mounted mine caps on foil side.

Sounds like the power supply went south on you.

Its likely that one of the supplied voltages is missing or low coming out of the regulated power supply. Its not something that you'll be able to do yourself. If you call a Toshiba authorized service center, expect to spend $250-400 to resolve this.

That's a very good TV, sorry you're having a problem. I have the same TV.
1. The blurring of the pic may be an indication of a convergence problem.
2. The surge protector is not a fail safe device, it will reduce damage to the TV but will not not 100% protect it.
It is possible that by turning the power off may damaged the already weaken convergence circuit, but more then likely some other electronic device failed.Like a voltage regulator, high voltage device,and etc.
At this point I would recommend that you call a factory authorized service dealer and them come out and give you an estimate, or you can e me if want troubleshoot TV if you have digital meter etc.
