Reset the lamp hours as follows. Press the Exit button on the projector for 3 seconds to display the total used lamp time. Press the MENU button on the projector during the lamp hour message. An adjustment message will appear. Press left or right arrow to reset lamp hours or press EXIT to leave.
I don't think the problems are related. The bulb shouldn't have failed as it is rated at 2000 hours. As for testing the ballast I don't believe that a conventional meter would do it. You would need a lamp testing device. For more go to http://www.myprojectorlamps.com/testing.html Since projector lamps or ballasts are not cheap you may want to have a a/v repair shop check your projector, because of the early bulb failure.
We contacted BenQ's technical service people from the toll free number on their website. They had us do the same thing the manual said to do and of course the lamp hours would not reset. We had to send the projector to them and they responded that our mother board went and that it needs to be replaced. They've quoted us around $180. What happened to us was that we didn't change the bulb when the warnings came up on the screen. It isn't explained anywhere that if you wait til you get to 3000 hrs without changing the bulb that you could screw up your machine, but it's kind of looking that way. If I were you guys, I would make that call to their tech support and see what they tell you.

Sorry I don't really have an answer I had the same issue with a Sanyo I had to keep putting back the old lamp and getting it to start on that one then shut down and swap, eventually it worked, it was a pain. in the end I bought an led projector for the price of a new lamp for the old one
