What does the prefix plac mean?
What word has the prefix plac-? Surely you don't mean "place," which has no prefix. If you mean "placoderm," it means "plated" or "plate-like", and "-derm," means "skin." If you mean "placenta," I'm not sure it has a prefix, either. Plac- is probably more of a word root than a prefix.

Encoded
Um, there isn't really a suffix here, unless you mean the "-ed" part, which is just the past tense form of encode.

Prefix of air
Air does not have a prefix. Do you mean to ask is there is a prefix that means "air"?
Like aeroplane or aerodrome? Aeronaut?
