Hi, This is the problem of either Virus or system files. So first install a total security Antivirus. Activate and update the antivirus. Then scan full computer and clean all viruses. then reboot the system. Restore the system at the previous date when the system worked fine. It will solve your problem. But remember make a copy of all recent documents and files before restoring the system. Because system restore can remove those files which you have create after the restoring date.

By any chance does your power supply have an on/off rocker switch on the back? Is it on? I don't mean a red voltage adjustment switch, however. If that isn't it, do you have access to another power supply to install and test? As unlikely and coincidental as it might seem, perhaps the power supply is the problem and needs replacement.

Pull off the main 20/24 pin motherboard power connector then using a small wire or a paper clip connect the green wire with one of the black wires on the 20/24 pin plug, the psu should fire up and the drives will spin up, if not then the psu is dead. When you do this test there needs to be at least one hdd/odd connected to the psu since most psus have minimum load requirements to run. Some PSUs have a rocker switch on the back that cuts the power, be sure to check that out too.

what browser are you using? try to use a different browser to access that turbotax site. you could try using Mozilla firefox or Chrome. this is more of a browser related problem than HP touchsmart. I hope that assists.

"rom"? What exactly are you trying to do? Are you referring to ROM as part of the tablet's memory? If yes, you probably will not be able to do it. ROM is a memory chip built onto the circuit board itself inside the tablet. You would need to completely dismantle the tablet to do it. Most tablets are not built to be taken apart for repairs.

Question edited for clarity. You can't. You have to fix the Volume button first as it is the thing that initiates the reset. But you can try the volume Up button instead. Some version of Android will work with either or both Up and Down.
