te lock will be a PIN number requirement or a PUK code requirement if there is an unpaid account you would not be able to connect through your provider I suggest that you go to your service provider shop, may have to purchase a new sim card so that your account can be opened and have the service provider help you get it working

Take out the battery and wait for 2 minutes. Re-insert the battery, try booting. If it doesn't work, then check whether the battery is charged or not.Give it for charging, wait a few moments it wont start charging immediately if fully discharged. Kindly comment if the problem persists.

If you setup GPS location service for your phone you login to a computer and login to that service, and locate phone. it if not you may be able to contact service provider and see if they can locate your phone? Hope this helps ?
