not turning over i assume means engine starter not engaging the flywheel when key is move to start position if so, then locate your starter apply 12volts to the small wire at the solenoid if the starter turn over then your problem could be your neutral safety switch to check turn ignition sw to on then shift your shifter to neutral and try to start. if it start replace safety sw. if not check fuses and starter relay. your starter could be at fault too if starter fail to turn over when power is applied directly to small wire at the solenoid.
