not a car or truck but is mower moved yah. 11.9 is no good. batter bad or discharged., so charge it to 12.6vdc rested volts . if you jumper cable start it like car ,bingo it run if it will not charge the battery is EOL, END OF LIFE> toasted. I do winter overs with a float changer full time and the battery goes 5 seasons not just 1

if this is got the 27 hp kohler engine, I know exactly whats wrong with it , due to grass and engine oil building up in a short time under cylinder heads , it actually makes a tight ball of grass and stuff there !! this holds the engine heat and ruins the ign module that's just above it there , I put two on in one season ( tractor runs 6-10 hrs day 6 days a week ) I finally gave up I bought a Kawasaki 27 hp twin and installed it , now its run for two seasons and no problems engaging the pto has nothing to do with it , it would cut off if you just drove it around for 15 minutes

If electric start check for low battery or loose battery cables. Could be a bad starter.

Unplug clutch wire and remove bolt from clutch. Make sure you install it the same way it came off. Should have a notch in clutch that stops it from spinning around and ripping wire out of the clutch.

First disconnect the battery. Then unhook the wires from the starter should be one or two wires. Remove the bolts from the starter two or three bolts.

Make sure that blades are not engaged which will cause the pulley to be out further making the belt too tight for install. There may also be a tensioner pulley that may need to be released.

Mower has multiple safety switches, seat,&hydraulics, also a bad PTO switch will cause them not to start.

Check the plug and wiring connected to the seat under the seat. May have crimped or come undone. This is a safety feature on most mowers.

First thing to check is battery charge. next would be safety switches. Even a bad PTO switch can cause it not to start.

You can but I wouldn't recommend it. I would get a multimeter and check switches for continuity. This will tell you if switches are good or bad. This switch could be a normally open or normally closed switch that is why I wouldn't recommend jumping it until you know what kind of switch you have. check oil level fuel could have flooded through into the engine oil which will cause it to blow out if so clean out carby and check that needle in the carby is sealing
