I have a Troy Bilt
If you didn't put fuel stabilizer in gas before letting the mower setup all winter, your gas has gunked up your carb.
You can verify this by removing the air filter and spraying starter fluid in the carb. If it cranks with the starter fluid, the carb is dirty.
Pull the carb and clean it out
The deck will not engage
This sounds like your Deck Belt drive has come off or has stretched & needs replacement.
This is normal wear & tear, easy to look for under the machine, you may be able to slip it back, on see this site for full descriptions.

My troy bilt riding mower wont crank
Check your battery and see if its fully charged. I had a battery that the charger said was fully charged but a cell was dead. Take it to a battery store and they will check it free of charge.
If that's not the problem check all the battery cables on both ends for being tight and clean. If that's not the problem you could have a bad starter.
How do you change a fuel pump
THE FUEL PUMP SHOULD BE ON THE SIDE OF THE MOTOR. THERE IS THREE HOSES THAT WILL HAVE TO BE UNHOOK TO PLACE THE NEW PUMP INTO PLACE BE SURE TO HOOK THE SAME WAY THAT YOU TAKE THE OD ONE OFF
