Dispenser Circuit Error
If the dispenser motor is not able to be driven to it's proper position.
Check mechanical linkage from dispenser motor to the top of the dispenser
Check Wire Harness connections to the dispenser motor and Central Control Unit (CCU)

Washer fills up with water when not in use.
You have a faulty fill valve. located where the fill hose is attached. if it is a hot & cold fill then turn tap off one at a time to check which valve is faulty. Replace faulty valve.

Is the plastic housing (Outer Tub) in good shape? If the old boot was ripped, It might be the spider is also broken. Can you move the inner tub by hand and see if it lifts upward? If so you might have to get a new one. I had the spider bracket in the rear of the inner tub break in 4 pieces and too expensive to weld. So I bought a new top loader.

I just had the same problem and had to take the inner drum out. Seems the spider assembly which is attached to the inner drum is broken in 4 places. The front outer drum is so garlled that I have to replace that as well. I contacted a welder in my area who does TIG welding and going tomorrow to see what it would cost me to weld. I'm sure that is your problem as well. So the choice is, A new machine or repair the old one. I'm going to see what the price and delivery difference's are to help me make the choice.
No spin cycle
Suspect there is heavy load in the spin cycle which makes it trip off. You need to check the free movement of the drum and also the motor.
