Your units powered cradle has probably died out, this is very common with the 7xx series, see if you have a friend or someone that has the 7xx cradle you could try. nuvis can be very particular about which 3rd party accessories they will take, try obtaining a garmin 12v power cable this should fix your problem.

Your device freezed that is why it is stuck on the garmin screen. You need to first reset your garmin by holding the power on/off button for about 15 seconds, that way it will restart.
About the battery, when you get a new battery for your device, you need to charge it for about 3 hours before powering on, once you power on without charging it first, then it might kill the cells of the battery as they are lithium ion battery. What you have to do is to remove the battery, insert it back, then you plug it to a power source for about 3 hours, be sure that the battery is charging as the green light comes on as you plug it. If the green light does not come on, then you need to connect it to a computer using your USB cable, that way it will charge. Once it is charged for about 3hours, then you will be able to turn on your device. First reset, then charge battery. That should do the job for you.

1. Check that the cigarette lighter socket is working. If not it may be a fuse blown in the fuse-board.
2. In the charger plug, that goes into the cigarette lighter there is a fuse which may be blown. At the tip of the plug you'll see a ring. On most chargers it's silver but some are black. Unscrew the ring and the plug will come apart. Take care not to lose the small metal tip when you open it. Replace the fuse. If there's power going to the charger and this fuse is replaced your problem should be solved.
   

Try to do a Factory Reset and see if it solves your problem. You can also go to www.garmin.com and see if there are any new software updates or fixes for the problem you are having.

it is really not advisablel to open your garmin at all, the warranty will be void... but on the side of the unit where you put your memory card in you can slip a thin flat screwdriver into it you need to put one above the memory card slot and one below... if not done carefully you can damage the unit rather send it in if you have any hardware problems. they might charge if you are out of warranty but it is better than damaging the unit and having to pay for a new one

check fuse in the car charger then contacts on the mount as lead should be fitted to mount not gps unit

plug your tomtom into your computer and download all the updates which would include voice

Most likey the battery neds replaced as its not charging to full capacity.

The Garmin nuvi 700 series has a bug with the operating system.

You need to try this:

How do I turn my nuvi 7xx off or on if it appears frozen or won't power on?
--> The device has a soft reset to shut it down if it were to freeze. Please use the steps below to perform a soft reset on the device.
To power the device off with the soft reset:

1. Slide the power key to the left
2. Hold it in that position for about 10-15 seconds

The device should power off.
In some case the device may even be appear to be dead and it won't power on from external power. This can be correct by performing the soft reset with it connect to a power source.
To power the device on with the soft reset:

1. Connect device to a power source (preferably a computer with the USB cable)
2. Slide the power key to the left
3. Hold it in that position for about 10-15 seconds

The device should power on.
If the device does power off please update the system software. In order to update the software you would need to download the program called WebUpdater. This can be downloaded from the Garmin website.
To download the program

2. Click on Download
3. Click on Download that corresponds with your computer operating system
4. Click on the "I agree to the...." at the bottom of the webpage for the license agreement
5. Click on Download
6. Follow the on-screen prompts

The system software should be update after the WebUpdater program is completed.

Download Garmin Express from Garmin and install to your PC. Plug your GPS into your PC, Garmin Express should identify your GPS and give you options to update maps and software.

Go to Garmin and download and install Garmin Express, Plug your GPS into your PC. The GPS should power on and Garmin Express should identify it and tell you of any updates. If the GPS does not power on (it should go into usb mode), then contact Garmin for warranty work. You can also check the power adapter in your vehicle. If the red light does not come on, the adapter either has a blown fuse or went bad, causing your GPS battery to be discharged. It is quite possible that your battery is discharged. You might leave it plugged into your PC overnight if the battery is dead.

Go onto the Garmin web site and reset the 1450.

The LCD display contains both the display and backlight. They are integrated as one piece. Therefore the entire display needs to be replaced. The backlight connections are soldered to the LCD connections. Replace the entire display.
