Hello. The unlock code you need is specific to that phone. The only way to get the pin to unlock is from RAC. They have remote locked it. The files for this remote lock are hidden and embedded within the firmware. So, even if you factory reset and wipe the dalvik cache, it will still be locked.
From what I understand.. as time goes by, the debt you owe will be transferred to a Debt Collector and your credit will suffer from the derogatory for seven years
If you really want to use this phone.. There is a way.. You will not be able to use the Samsung firmware software that runs on the phone any more.. but you can wipe all data on it, and put on another ROM firmware, but it will be virgin Android. That all depends how the Wi-Fi router is attached to the true network by Ethernet, DSL (phoneline), or cable modem.You must contact the network owner or administrator to confim why you cannot get an Internet connection even if the Wi-Fi connection is strong.
Te best way is to install a Micro SD car in the S4 phone, then use "My Files" app to locate and copy the files from the memory to the SD card. Then remove the SD card and move it to the tablet.
Try connecting a wired headphone to the jack and make a new call. If you can hear the other person, yhe internal speaker may be bad. Keep using the wired headphone, or use a Bluetooth headphone until you decide to upgrade the phone. I recommend the S6 or S8 (the even number model are better).

Go to contacts and then to the contact that you want to unblock. when that contact is opened on the screen go to top right/left corner and press a 3 dots symbol and then select unblock contact.
