Just about all the smaller type engines the alt. can be found under the flywheel. Starter engages but wont turn motor to start.
Starters have a solenoid that engages the starter with the engine when you push the start/run control. If the starter will not turn off once the engine "catches" then there's a problem in the electronics that keeps power to the solenoid and therefore, the starter.
You basically have to trace the wires back from the starter to see where they attach to the control, looking for a cut in the wire that would short it out to the chassis (that's not where it gets power because the chassis is usually ground) but damaged wiring is usually the easiest place to start because if you look carefully, its visible.
If wiring looks good, then go to your starter controller whether keyed or pushbutton or electronic. Even though manufacturers usually leave service issues to local dealers, talking to a tech is free and you may find a good idea there if the ones I gave you take you deeper into the problem without solving it.
