most scooters have a serial number and are normally on show, if not it will be under the plastics on the frame. if you are a UK resident and you are concerned about it being stolen you might try phoning your local police station and asking if they are running a property marking event, or if they can mark it for you, most will be happy to help you out (free) or you might want to think about a GPS tracker, they are so cheap now starting from about 20.00 pounds, and easy to fit, just needs to be mounted out of sight and connected to the battery. and if stolen you can locate it with an on line tool (free)

The wheel should be held on by 1 nut (or maybe bolt) in the centre of the wheel so in your case it sounds like its inderneath a centre cover. The allen key studs on the outside of the wheel (probably 4 of them?) will be to split the wheel in half to change a tyre or tube. When removing the wheel, if it is a rear wheel, be carefull not to lose the hub key which is located in a slot on the axle.

One of the batteries out of the two are prob bad. This is common.

Are you sure the batteries are charged ? Is the Battery charger charging ok ? Are the batteries connected ? take off seat and cover to check battery leads, does the key fit in the lock okay ?

Reengage the wheels again then give it a slit push you should fell some resistance .seems the freewheel is not fully in
