Before discarding your Toro 51599, check the reset button.

If your blower doesn't work, check the reset button which is located under under the handle. It can be depressed with a screw driver.

Problem is my hardly used Toro Blower Vac is

If it has not run for awhile, check the brushes. they might need to be replaced. The plug is usually moulded right on power cord. That might have to be replaced because if there is a problem with a broken or disconnected wire right at plug there is no way to see it. Hope this helps.

I have a Toro 51598 electric leaf blower. Last

These machines are considered "disposable" items and most service centers won't even repair them, saying that it is not "cost effective." I have never come across a parts list for one other than maybe the plastic housing on them (they may exist), but costwise you may be better off getting another tool unless the Toro is still under warranty.

Can't figure out how to make is vacumn instead of

You open up the bottom fan area (the air intake) where it is sucking air in to use as a blower. You remove the long blower tube and insert your vaccum collection bag on the machine's outlet port. You then install your vacuum tube on the bottom where the fan is: (inlet port). Now as it sucks in air (and leaves) and blows it out (into the bag instead of the air); you have a vaccum, not a blower. Here is your instruction manual:
