This sounds like an issue with the console. It is almost like a software glitch in the programming. Before focusing on the console as the culprit, you can check the wiring leading up to the console for good continuity just to make sure the wiring isn't the issue. I will attach a link to a video on using a multimeter to assist in checking the wiring.

This video covers the installation and adjustment of the Eccentric Hub Assembly for the Stairmaster 4400PT/CL and 4600PT/CL Steppers.
The video begins with the Eccentric Hub Assembly removed from the unit. If you need help removing the Eccentric Hub Assembly from your stepper, please see our video about the Eccentric Hub Assembly Removal.
Tools Needed: Socket Wrench, 7/16" Socket, Adjustable Wrench or 7/16" Wrench
Begin by placing your HTD toothed belt around its pulleys. This allows you to set the proper belt tension before mounting the Eccentric Hub Assembly to the frame. The "egg" shape of the Eccentric Hub allows for adjustment of the belt tension. Rotate the hub counter clockwise to tension the belt. Proper belt tension allows about ¼" of play.
Line up the 4 bolts through the Eccentric Hub Assembly and the frame. Be sure to place the bolts facing the same direction as noted from removal of the old Eccentric Hub Assembly.
Once all the bolts are aligned, retighten them to the frame using the socket wrench with socket on one side and the other wrench on the opposite side.
Reinstall the poly-v alternator belt.
The Eccentric Hub Assembly installation and adjustment is now complete.

This really sounds like a resistance issue. This can be caused by worn alternator brushes or a bad alternator. The alternator provides the machines resistance. The following information is for checking the brushes and further troubleshooting information.
If it loses resistance, it could be a bad lower board or alternator. If it is slipping, it could be a loose drive chain or bad clutches. Btw, I’m available to help over the phone in case u need at https://www.6ya.com/expert/russell_1d1c35fa8a5a0be4
It sounds like the console is either, losing power or it is suffering a glitch in the software. Please check the voltage output from the power supply. It should be at least 12V DC. Anything less and the machine will not power a workout. The following video will show you how to use a multimeter.

Display reads CONFIG RQRD or NTM CONFIG RQD on Stairmaster Equipment
Probable Cause
The message CONFIG RQRD or NTM CONFIG RQD appears when the console needs to be configured for the machine type it is installed. This message is common when the console has been replaced or if the settings have been changed. Message is commonly seen on various Stairmaster equipment such as bike models 3000CE, 3300CE, 3400CE, 3600RC, 3800RC and 3900RC; stepper models 4400PT, 4600PT, 4400CL, 4600CL and SC916; stepmill models 7000PT and SM916; elliptical model ClubStride 5100.
Corrective Action
Make sure the unit is in an "idle" state. "Idle" state means the console is not displaying an error or any message that requires data input. The display should basically be freshly powered up, scrolling the EKG or welcome message
Configure the console for the proper machine type by pressing Level UP, 80, ENTER
Using the Level UP or Level DOWN keys, scroll through to the proper machine type (Bike, Elliptical, Stairclimber or Stepmill)
Once the proper machine type is shown on the display select the machine type by pressing ENTER
This completes the steps necessary when your Stairmasterdisplay readsCONFIG RQRD or NTM CONFIG RQD
