How do I clean the
Remove the cover in front of the coil, If the line set runs thru this cover try to slide it out of the way, some units have a triangle shaped sheet metal covering the end of the coil, if so remove.
The dirty side of the coil will be, on the air filter side of the coil, if the coil is very dirty use a vacuum with a with a brush and vacuum off the worst of the debris, some fins are soft so pay attention to them along the process. Using something like 409 and a pump up sprayer or squirt bottle spray the coil, start at the bottom and work your way up, this is so the water will drain into the drain pan.
When using the 409 and water watch that the water is not dripping into the furnace if so use a towel and or something to prevent the drips from getting into the furnace, take your time and be thorough.
Please buy a quality air filter, and prevent having to clean the coil again.

If you had sparks in your breaker box then you need to call an electrician to look into that. If the a/c is blowing the breaker you may have a shorted compressor and will have to replace it or the whole condensing unit, depends on the price of the compressor vs a new condenser.

REVERSING
Hi and welcome to FixYa, I am Kelly. The reversing valve making noise (probably a 60 cycle noise) is a sign that the reversing valve is not stoking a full stroke to where the armature of the coil is neutralized by the internal plunger moving to the neutral position. Sometimes you can take 2 hammer handles to the BODY of the reversing valve with some careful strikes so as not to DENT the body and loosen up the internal piston so that it strokes fully. If that does not make it snap out of the buzzing routine then the only option is to replace the reversing valve. This will require the system to be drained of coolant, purged, the valve replaced and then the system recharged which does not come cheaply. It is not going to hurt anything buzzing. I know it is irritating and annoying but my thoughts are if you can give it some wooden taps and at least quiet it down some what to leave it alone unless your willing to go though the expense of a full system drain & service + a service call with a reversing valve change.
Here is the worst that can happen.... the solenoid on the reversing valve gets hot from not fully stroking and fails at which point you get the new reversing valve installed.

If the entire condenser is shutting down, it is cutting off and on by a pressure switch. Either the outdoor coil is stopped up or it is low on refrigerant.
If the compressor alone is shutting off and the fan on top keeps running you may have a run capacitor shorted. Pull the fuses, look into the electrical compartment and find what looks like a big battery. This is the capacitor. If it is "pregnant" or swollen it is shorted.

Hello, the filter will usually be on the return air side of you furnace. It will be where the return duct meets the furnace and the filter should be in placed into the filter rack

Check at your thermostat for a supplemental heat setting. Your repairman was right in that a heat pump will not effectively extract heat from the outside when the temperature is very cold. The supplemental heat setting allows the heat strips to be used, operating like a normal electric furnace, when it's too cold to work as a heat pump. Take a look, and re-post if you need to.

Open the airhandler -should be a speed selector on the main board. If not -checkt he installation/set-up manual. May be some dip switches you can turn on or off to modify blower speed.

Heat was working and not
If it's with RV (Reversible valve)check click sound when heat mode &setting with +5 degree than room temp.
If more than 5 minutes no click sound your RV is not working. check wiring.
If it's heating element, check power to element.

Set thermostat to auto switch unit to heat. Unit
Check air filter for blockage, clean off flame rod found in the flame pattern of the last burner that ignites, check high limit switch with multimeter to see if good (found above the burner box). Make sure room air blower turns on within 90 seconds of first flame.

What is the a/c compactor?
I think you mean compressor. It is basically the heart of the A/C unit. It compresses and pumps refrigerant through the unit. It compresses it so the outdoor unit will be able to remove heat from the refrigerant.

My condenser will not come on out side. When i
the buzz you hear is most likely the contactor that brings the compressor on...the capacitor would be the most likely bad part as they seem to fail on regular basis...are there any burned wires that could be burned in two? the capacitor is the round silver canister that has 3 terminal clusters on top...a good sign that it is bad is the capacitor appears to have a bulging appearance on the top ...the top should be very flat with the terminals not tilted outward..hope this helps

Hello my name is Heath it will be my pleasure to assist you. Make sure the fan switch on the thermostat is set to auto to turn the indoor blower off. If its the outside unit that will not shut off take the cover off the thermostat and disconnect the y wire and see if the outside unit shuts off. If the unit doesn't shut off then pull the cover to the outside unit and check to be sure that the contactor is not welded shut not allowing the outside unit to shut off.
