Means pre-installion is missing. Which means yoou either have to Reinstall a fresh copy of your windows or your can reinstall your windows by just repairing the files. Its always good to make a recovery disk after every install. If you haven't tried it already restart your pc press f8 as the scene pops up and go to Last good configuration.

Follow these steps to resolve your cd dvd issue. It’s mostly caused by an error in the registry.
Before you proceed, create a backup of your registry.
Manual steps to back up the registry in Windows XP
1. Click Start, click Run, type %SystemRoot%\system32\restore\rstrui.exe, and then click OK.
2. On the Welcome to System Restore page, click Create a restore point, and then click Next.
3. On the Create a Restore Point page, type a name for the restore point and then click Create
4. After the restore point has been created, click Close.
Note If System Restore is turned off, you receive a message that asks whether you want to turn on System Restore now. Click Yes. Then, in the System Properties dialog box, click to clear the Turn off System Restore check box, click OK, and then repeat this step.

The next step is as follows:
First and foremost, go to My Computer; right click on properties, hardware, and then Device Manager.
Right click on the CD DVD drive and uninstall it, then click OK, then close.

Next Step:
1) Close all open programs

2) Click on Start, Run, and type REGEDIT and press Enter

3) Click on the plus signs (+) next to the following folders

* HKEY_LOCAL_MACHINE
* SYSTEM
* CurrentControlSet
* Control
* Class
* {4D36E965-E325-11CE-BFC1-08002BE10318}

4) This folder is the DVD/CD-ROM Drive Class Description in the registry. Look for any of the following names in the right hand column.

* UpperFilters
* LowerFilters
* UpperFilters.bak
* LowerFilters.bak

5) If any of the above keys shown in step 4 are listed, right-click on them and choose Delete

6) After deleting the keys, close the Registry Editor

7) Reboot
your computer

That's it, guys!!
Till next time, take care of your laptop.

Hi I have the same laptop and had the same thing happen. I am not a tech, just some dude that is handy and has "messed" with hardware for a bit. So this advise is "USE AT YOUR OWN RISK", I'm not responsible for anything. Well with that said here you go.
Remove the batter for safety. As you go keep the screws separated so you don't have to remember which is which when you put it back.
Flip the laptop over and you will find about a dozen screw holes labeled F7. You need to remove all of these to open the laptop. You'll find some running along the back edge of the laptop as well.
In the battery well, you'll find some more screws labeled F4, you should remove these as well.
There is a slider screw towards the right center of the machine that helps hold the cd bay in place, you don't have to remove this one, but you can in the even that you need to move the bay to gain better access to the DC jack.
Once you remove all the screws, flip the laptop up right. Open the screen as if you were going to use it.
Along the top of the keyboard, you will see that the bezel edge has a break away section the same with as the key board.
Using a small flat head screw driver pry it open from either the left or right side, and continue unclipping it across.
This will expose four very small screws. Remove them making sure to keep them safe, as they are holding your keyboard in place. Once you remove them, slowly seperate the keyboard from the body of the laptop. You will find a flat wire connected to the mother board from the keyboard. You can use a toothpick to slowly slide out the white edge from the brown connection bridge. Once you slide the white plastic peace away from the brown the wire will come out easily. BE CAREFUL with the wire since it is very fragile
Now you should have the keyboard separated from the laptop, put it in a safe flat place and continue.
On the left side hand of the laptop body is a card slot, use it as a finger hold to gently but firmly pry the laptop open. It is held together by clips running along both side edges and the front edge. These can be a little tough to open, so apply slow gentle force till you hear them pop open.
Before you pull it apart after unclipping it, use the same method used to remove the keyboard flat wire from the mother board connection on the three connections holding the top part of the machine to the motherboard. You'll find two towards the bottom center and one at the top left corner. Play close attention to the small flat white one as this is VERY fragile and the copper flanges at the end can bend very easily.
At this point you should be able to freely separate the top half (cover) of the pc from the bottom. Exposing the insides.
You'll be able to easy work with the dc jack now, in my case it was the plastic housing of the body of the laptop that broke. I held it in place with a dab of hot glue.
If you find that the CD drive is in your way, you can remove the two small black screws on either side of its copper connector, then lift the back of the bay up of the body and slow pull it and lift towards the left.
Work backwards to put it back together.

Toshiba Satellite L300 shuts down when ac power plugged in

Hi, I have a Toshiba Satellite L300 Laptop thats shuts down, restarts or freezes whenever the ac plug is connected. Works fine on battery power and charges ok with laptop closed up or turned off. I have cleaned out the fan and heat sink hoping it was just an overheating problem but it did not help. I would appreciate any help. Thanks.

How about this step, try to turn off the laptop itself. Remove the cables and battery just like what you did before, then press and hold the power button for 10 seconds. Then, reinsert the cables and battery on the laptop and then turn on the computer itself. If the laptop restarts, shuts down or freezes with the AC power cables, two things that you should seriously consider. It might be the power cable itself, AC cable port or the circuitry going to the motherboard. And since you have cleaned out the fan and heat sink, you have isolated that problem. Have you plug-in another power cable on your laptop? If yes, then check if it works. Otherwise, the main issue is that the AC port is loose or the circuitry of AC adapter going to the motherboard is not not working. You can re-open the unit and check the circuitry from the AC port going to the motherboard. You may check the circuitry from AC port to the power supply if it is ok. If symptom persist, please contact your local dealer...

You can use third party software to reset your password. There is a program called ATAPWD 1.2. You can find it on Hiren's Boot CD. After you download Hiren's, burn it on a disc and boot from the CD on start up. From menu, select Password Tools and then select Atapwd. After it starts up select the locked harddrive and press enter for the menu. Choose "unlock with user password", then "disable with user password". The password is empty, so just press enter at the prompt. If this didn't work: Choose "unlock with master password", then "disable with master password". The password is all spaces.

With solder, remove the BIOS IC, wait about 10 seconds, then plug it back. To remove the BIOS IC, you must remove the screws down and the LCD.
