To format the hard disk and re-install Windows use the Windows installation CD, and the Windows Product Code on the label at the bottom of
your laptop.
Boot up using the Windows installation CD and follow the
instructions.
One of the installation early steps, the option to delete the existing partition, then create a new partition and then a full format on this partition (don't do a quick format) and complete the Windows installation.
Next install all of the Toshiba's computer/laptop device
drives.
Next install the Windows service packs (SP2 & SP3 for
XP, SP1 & SP2 for Vista)
Next Activate Windows via the Internet or by phone.
Next install your programs - Microsoft Office etc.
Next
click on Start - Programs - Windows Update (for the latest updates).

your webcam driver is not installed in your PC.
Please be informed that
any Driver software depends upon the hardware make and Operating System. So, you
need to know all these information's to do get going.
Please find the Driver software's of your webcam
inside the installation disk provided with the System at the time of purchase. In
case if you do not posses the same then you need to download the
driver software from the web. As you have not mentioned the Operating System you are using, I am unable to give you the direct download
link.

Even here you need to be careful to download the
correct software for your PC. You need to be exact with the System Model number
and the OS that you are using.
After you have downloaded the driver, to install just plug in the webcam on to
your PC and then Double click on the driver setup.exe file and go on clicking
'Next' until you get the 'Finish' option and restart the PC.
