change and or adjust the flapper valve if the chain is to long flapper wont stay open long enough for the water to drain into the bowl

You may need to replace the fill valve

Sounds like the adjust on the flapper has to much slack on the chain. It's not raising it up enough to flush correctly.
Adjust that and make sure water level in tank is correct at least up to mark in tank or about 5/8" to top of overflow .
Also check fill line and make sure it is connected to overflow also this allows bowl to fill up.

Replace the wax ring between the toilet and flange in the floor drain. Clean out the wax of the old ring very well.

Yes, that is likely the problem. I reccomend going with the old tried and true reliable wax ring seal.

For each toilet I put in I install the poly reinforced wax ring with horn. This has consistently served to prevent leaks and call backs alowing me to have no warranty issues.

I reccomend it over the rubber seal anyday.

You have two issues inside of the toilet tank. The holding down the button is caused by your chain not being tight enough from the handle to the flapper. Take the slack out of that and replace the flapper. The second is that you need to replace the fill valve. This is what is making the noise when the tank is being refilled, and will have to be adjusted after it is installed.

Make sure that the fill valve doesn't have debris caught inside near the valve needle. Also the tube that attaches onto the flush valve can become clogged near the fill valve as well. Remove the hose and then take a needle and try and clear the outlet. Blow through the tube to insure that it's not blocked as well.

Remove the batteries straight away. That is always imperitive to avoid damage to the electronic components. I had similar issues yesterday with a television remote and a cat spilling water on it. I shook it dry very vigourously. Then I got a hairdryer with a concentrator nozzle on it set to hot and high blower for a couple of minutes each side. Be careful, is is gery hot, and if it is too hot for your fingers, move it away.Then I turned it to low and left it on the counter with it blowing into the battery compartment for 10 minutes and then the button side for 10 minutes. It needs a new flapper valve. It has to be a proper Toto one and they are 4 times the price of a standard flapper. They are guaranteed though, IIRC 6 years. Easy job to replace.
