Is probably a binding problem with the motor shaft bearing or the circuit card is fried. If you've tried giving it a good cleaning and that didn't work it's a good bet the unit is junk. Suggest buy a new one.

There could be a build up of rust and/or the grease to lubricate the shaft has hardened and is preventing the shaft from turning. Most likely solution is to disassemble, clean, re-grease and reinstall.

Usually because it is not fixed to the base properly. There is a safety lock out. Some on the top as well.
