If this was a totally new installation, there is debris from the water lines. If you disassemble the unit, just crack the 2 supply lines just enough to get water flowing with valves removed, it should clear the debris in a few seconds. You may want to close the sink drain in the event any small parts dislodge. If it is a chunk of teflon tape, or small streamer it can get caught inside the stem.Then just inspect each stem closely for damage or debris that has hooked a seal and remove it or repair it as needed and reinstall. They are factory tested so any leaks are the result of debrs from your plumbing lines. It is a common occurance. It is not always possible to "police" every bit of plastic or copper that may be created in the process of a faucet installation.

Ok I asked for some more information, but let me give it a try to help you with what I have here.
The two holes are for water to drain out of the over flow of the sink. If you look at the sink on the front side you may have to feel but there is one hole or up to three little ones. They take off water when someone walks away with the faucet on and they it goes down the drain and not on the floor.
Now if the sink your putting this in is a steel sink that does not have an over flow it will leak and you need an other drain system that is made for a sink with no over flow.
Places like manufactored homes, boats, campers would be where you would find a sink that does not have a over flow. Now with the over flow out if the sink does is not about1 inch thick.

Replacing the handle adapter on
Sometimes there is a small set screw located on the handle.It takes a small allen wrench to loosen it.That should enable you to remove the handle assembly.

if you have the ring removed, screw the handle back on and pull up on it,, your leak is probably due to a worn , torn , "O" ring,, and Moen parts are found at most hardware stores ,, ( including Home depot , and Lowes) On Moen faucets , Look for the dent in the flange that squares off,, where that square is on the ring, is where the retainer ring is that holds the faucet in place ..its a "C" clip with a head on it, remove this ring and the assembly should come out , be sure and use plumbers grease when replacing the O rings,, they last much longer that way

First check that the handle is tight. If yes take the handle off and turn on the water buy turning the stem without the handle if you still do not have water remove the stem and cartridge and see if you have water if yes clean or just replace the cartridge. If the faucet in old replace both.

If you have had 2 plumbers (I'm assuming licensed) come and take a look at the issue, and they have not been able to fix it, I would suggest returning the sink to the store that you bought it from and getting it exchanged. I've seen many things come straight out of the box not working due to manufacturing defects. This could include a sharp piece of metal pressing up against seals, and as you use the faucet, they cut and wear the seals prematurely. I would recommend you get either a new faucet or get your money back. It seems to be an issue with the faucet itself.

the small hole underneath handle where you put your hand has a small set screw(alan wrench)-should be able to see hole,loosen and wiggle handle should pop off, spin off packing underneath and pop out stem make sure water is off - whole new stem is cheap

My moen bathroom sink handle
pop the cap off top of handle with steak knife, screw is underneath,unless yours is like the one pictured,then its an allan screw from the back.you had one when it was installed and,these can be really stuck

centerset bath faucets can be repair easily with only a screwdriver and adjustable wrench. Turn the water off to the both sides of the faucets under the sink. Open both the hot and cold-water valves to
alleviate any
remaining pressure. Remove the handles by grasping the base of the handle and turning it counterclockwise.( This works for both lever and cross handles).
Loosen the
Moen faucet
cartridge bonnet nut with an adjustable wrench by turning it counterclockwise to the left. Pull the stem from the faucet by hand and replace. Reinstall the bonnet nuts and handles. Turn the water back on and test the faucet for leaks. The
