hot cold engine. idle controls, etc. pretend helper cant drive car..... the ISC is a servo , it's a closed loop servo system. controlled by software (firmware) in the PCM. it keeps idle correct at all

Sounds like its running rich after it goes into closed loop fuel. In open loop it has preset values and are based on the temp sensor. Then either run on the map sensor or mass air which everone it has
