Kenmore 600 7965 Dryer "vents switching 150" Questions

I have a Kenmore Electric Dryer #76974150. It only works right the higher heat setting. Will not heat at all on the low heat settings? Any ideas? If the dryer is running then the thermal fuse is okay.
