no lights means no cluster warning lamps glow for errors PCM. no engine told at all.

• surging:
• bad fuel, old or contaminated or sabotage (global worming punks)
• lean fuel mixture , low fuel pressure, injector 1/2 cogged ,
• filters any or all clogged (fuel/air)
• map for MAF sensors messed up.
• EGR valve stuck open or leaking. to much.
• cats half melted.
• engine (mech) problems
• huge vacuum leaks to intake man.

no info generic answer if running on water hook up the pressure is regulated by hook-up if by tank fill check and test pump

WHAT DOES LOCATE MEAN? WHERE IT IS ON THE TAILER OR WHERE TO BUY ONE NEW OR USED OR WHAT THE FUSES DO? CALL YOUR LOCAL RV CENTER AND ASK THEM. what is failing AC things or DC things. finding 50 year old books are not easy , no digital books then (PDF) only real books. find electrics person, (tech) and they find it in 5min flat. lookng for sure after they hear the magic words X is bad.

Question edited for clarity and fix typos Question moved to RVs. Propane is a very specialised fuel to run an engine on, so my answer is somewhat of a guess based on logic. You are running out of gas, literally and no pun intended. The gas is in a tank with a regulator which supplies gas to a manifold and the gas pedal tells the throttle body to let in a certain amount of propane and air based on the amount the gas pedal is down. Something in those items is not doing its job.
