Older Buell Blast, mine, has a lever toward the middle of the seat, accessed from the wheel well. Pull the lever toward the right (front brake) side of the bike. Lift the back of the seat near the tail on both sides and pull back to slip the front tongue of the seat back away from the gas tank.

You also might consider buying some tamper-proof seat bolts for your bike to prevent further battery thefts from occurring. You can find them at your local fastner supply house. If there is no voltage to the regulator then your stator (part of the alternator inside the primary case) is bad. If you have 124vac going into the regulator and nothing coming out then the regulator is bad. It should have around 14.5 VDC output.
. The relay is attached to relay connector located to the right of
the battery underneath the seat.
Pull relay from relay block.
. Connect positive battery lead to the 86 terminal.
. Connect negative battery lead to the 85 terminal to
energize relay.
. Check for continuity between the 30 and 87 terminals.
A good relay shows continuity (continuity tester
lamp “on” or a zero ohm reading on the ohmmeter).
hard to say w/ seeing it; it does sound as if they replaced everything w/o really finding the problem first; try better fuel and clean petcock; when dies is it electrical( all lights out) or does it sputter and choke off? sorry; I know it can be frustrating check all wiring under seat looking for loose or broken connectors or ground wires
First thing to check is your regulator, start the bike and put a meter on the battery, you should see about 14volts. If the bike is not charging (12volts or less) unplug the wires going to the regulator and put the meter leads on the plug going into the regulator and set the meter to "Volts - AC" with the bike running the meter should read somewhere between 30 and 50 volts AC. If you see between 30 and 50 volts AC then its your regulator thats shot, if you don't see those numbers then your problem is most likely the Stator. Make sure you check for broken wires, short circuits etc before jumping in and spending money on expensive replacement parts.
THERES A LEVER UNDER THE TAIL END PULL TOWARDS THE CLUTCH SIDE OF THE BIKE AND LIFT UP ON THE BACK OF THE SEAT AT THE SAME TIME AND BAMM ITS OFF HAPPY RIDING
