It sounds like your float is stuck in the open position.
You might try tapping on the carb with a screwdriver handle or small hammer(just tap, don't hit).
If that doesn't get it you might shake it from side to side a bit to work the float out of the bind it is in.
You may be able to pull the bowl off of the carburator and loosen it if the first two things don't get it fixed. The bowl will have a wire bale that runs under it and keeps it securely fastened. There may be a screw that is attached to the bale that you turn to tighten it securely.
Once you expose the float, just a tap with you finger should set it free. It will be attached to the carb body on a hinge and only moves up and down.
Once you have it free, replace the bowl.

I think that your fresh fuel was full of water. I have heard that gas is usually good for about 30 days. The biggest problem is not the gas but the condensation in a gas can that is slowly getting emptied. This condensation builds up on the side of the gas can and drips down and into the gas. Pyshics makes water heavier than gas so the water will always be at the bottom, same in your mower tank, same in your mower fuel bowl. Get a clear container and remove fuel line from the carburator, empty the fuel tank completely. Remove the bowl off the bottom of your carburator CAREFULLY so as not to damage the round gasket. Empty and wipe the bowl. Replace the clean bowl, fill with fresh gas and you will be able to proceed again. Before I wish you luck, look at the fuel you emptied into the clear container. If you see something at the bottom of all that gas, that would be your water problem. I hope this will help, GOOD LUCK.
your carburator float valve(s) need to be cleaned or replaced. wear, rust or other particles may be preventing your float valve(s) from closing. take the carbs apart and clean them out. Install an inline fuel filter to prevent the problem after the problem has been repaired.
Sounds like a stuck float. try gently tapping on side of carb near bottom where float assembly is located to see if it frees up if it doesn't you will need to remove and clean your carb and check your float adj.
