Look around the tire and you should find the max inflation pressure for the tire. The pressure info will be smaller than the tire size info but it will be there somewhere.
Okay, that is the max pressure. It is probably 45psi. Try 45 psi and if you want a bit softer ride go to 40 then 35 then 30 until you find the inflation pressure that gives you the desired ride without being squirrely. I think 35psi is where you will settle.

The floats in your carbs are stuck...rebuild the carbs and clean them.
Every Hoover I've had has two screws on the bottom that you remove. Then you lift off the cover and you pry out the brush roller. The new belt goes with one end on the motor shaft and the other end on the humped roller part on the brush roller. Good luck it's a bit of a struggle but you can do it.

most book stores carry it or you can go to a motorcyle shop or on the internet at clymer.com

clean the carbs, could also be something in the fueltank, also remove and clean the fuel tap.
When it stops next time turn the fuel tap to PRI, in case the fuel tap need a kit.
also open the tank cap to see if it has vacumn, the vent may be blocked

your alternater has died. there is two metal brushes in there that you can replace. if the engine dies when you take the positive off, then your alternator is not working at all. I had the same problem with my XS 650 special.
