A brief warm up is normal. What may help is cleaning the air filter, cleaning the carb external and internal, and installing a new spark plug. Check with a dealer on what the heat range is on the stock plug, then go one number hotter.

Sounds as if there is a restricter kit fitted that requires removing provided this is permitted with your driving licence rules & regulations?
How to connect the carburetor
Most bikes have an intake that is made of vulcanized rubber and the carb bolts to it.
The rubber keeps the heat away from the carb and reduces vibration that will foam the fuel in the carb.

Your scooter does not use points, remove the plastic cover and check that the flywheel is not spinning loose on the crankshaft. Check the coil and make sure it is bolted on tight. Check all of the wiring for corrosion. Try another sparkplug, this one may be fouled with oil or gas. (Rare on a four-stroke)

Time for a carb cleaning. The cheapest is to do the leg work yourself by taking off the carb. and tearing it down. Do not remove any security star screws as this is an indication of an injection molded gasket that cannot be purchased. Take it to a shop that has a sonic cleaner. My honda dealer does it for $25, and it will run like new again.
I have problem with button

It is simple. Please have the start button checked. It is malfunctioning and hence the scooter is not starting with it. Either the wire has come off or the button is faulty. Either way you must visit the mechanic.
How to fix a carburetor problem
Run some carb cleaner through a tank og gas and that should clean the diapharmes in the carb.............If this doesn't work let me know and i will try to expand our knowledge to fix this problem......Hope this helps.

Have you removed the carby and removed the jets and cleaned them? also is the compression OK? Is the exhaust blocked...Try loosening off the 2 10mm nuts at the cly that holds the exhaust pipe, drop the pipe down a little and try for power. if its better the mufler is blocked..the outlet could have a nest in it or carbon and rust has blocked it.You can cut them open and clean them, but must have the tools and know how...
It can't ignite.

On a Honda *** and if have not been tried,
initial checks (
assuming the starter motor spins but engine will not fire):
- spark at the spark plug;
- check for fuel reaching the combustion chamber;
- check for fuel quantity and quality at the carb bowl by loosening the drain screw and collecting the draining fuel from the drain hose;
- check compression;
- if run out of gas before the problem, check for residual 2T il at the bottom of the crankcase.
