In the link you will find wiring diagrams and links to the Honda Shadow forums. Relays either work or they don't and seldom blow fuses. Something is shorting to earth, and wires rubbing on the frame or another item is usually the cause.
This is the wiring diagram for the earlier model and only shows two relays for flasher and starter. Not even one on the headlight.
