How to disconnect license plate light wire
I have looked up an image of your taillight and there are two pin plugs about 3-4 inches out of the back of the taillight.
Try looking inside the guard or have a better look and actuially follow the wires they are there.

Would help to know what kind of Honda you ride. Most of them are interference engines, the valves will kiss the pistons.
Finding the battery and getting
the battery is on the left hand side just below the seat helps if we know what bike it is ie the pan euro is covered by the side fairing
Will fire if I put
Generally if a bike has been sitting for quite a while it's good practise to remove the carbs and clean them thoroughly, and blast all passages out with compressed air. This is particularly important if the bike was left with fuel sitting in the carbs. It will evaporate out but most fuels have dyes in them and these dye particles can clog up emulsion holes within the carbs. Carb cleaner works best when the carbs are in pieces on the bench. It doesn't do much when they are on the bike as it's very limited as to the places it reaches.

your main jet is clogged up, or your float level is too low. remove float bowl and remove jets and clean them, using carb cleaner and a strand of copper speaker wire.

standard diagnoses procedure - make sure you have good compression, make sure you have spark, make sure you are getting fuel to carby, if you have compression & spark and fuel to carby bowl then you probably have blocked jets in carby

Either the slow circuit of the carburetor (slow jet) is plugged or dirty. In this case you need take apart and clean your carb. Or you have changed from NO ethanol fuel to 10% ethanol fuel which will lower your idle speed and sometimes make idling erratic. In this case you can turn the idle screw in raising your idle speed or put in a larger slow jet and adjust the idle speed.

Your battery is not being charged, check your alternator or as they call them on bikes your Stator.
Charge the battery then test for voltage, you should have at least 12volts with the engine not running.
Start the bike and you should see over 12volts but no higher than 14.5 volts this lets you know the stator is charging, if not you have to replace it.
