The wiper governor is in the enigne comaprtment, driver side. You probably have a bad ground in the engine compartment casuing this issue from the engine swap.

YOU HAVE TO GO TO THE MERCURY DEALERSHIP.SINCE YOUR VECHICLE HAS THEFT SECURITY SYSTEM. THEY HAVE TO SPECIAL MAKE KEYS BEFORE KEY SWITCH AND IGNITION IMMOBILIZER MODULE WILL WORK ALLOWING VECHICLE TO CRANK.
