Your vehicle’s computer system has self-testing capability. When the computer senses that there is a problem with some of the components it stores the correspondent trouble code(s) in its memory and lights up the "Check Engine" or "Service Engine Soon" light to tell you that there is a problem and you will need to have the car diagnosed and repaired.

Take it off and look at it internally, See if you can move the diaphragm if not then it needs replacement. But you should just go ahead and replace it anyways since it is a 99 it would just be worth it

Some vehicles require very specific drive cycles (called "drive traces"
if you perform them on a road simulator or dyno) to activate certain
self-checks like the catalyst and EVAP monitors.
As a general rule, doing some stop-and-go driving around town at speeds
up to about 30 mph followed by five to seven minutes of steady 55 mph
highway speed driving will usually set most or all of the monitors.
Consequently, if you're checking an OBD II system and discover that one
or more of the monitors have not run, it may be necessary to test drive
the vehicle to set the remaining monitors.
You should talk to a good emission tec, if this is not throwing a code, it is hard to say if that one of the components could be bad. O2,pump,convert, HeO2, every part of the emission system.
With a 1000 miles, and doing what is says above just before the test, and ending driving at the test
should be plenty. If it is not, you will have to have each emission part checked, or when the computer
is plugged in it might show a code that did not trip dash light.

the scan tool that you are using will not read codes from all of the modules. take the car to a gm dealer to have it checked with a tech2

$2500 sounds ridiculously overpriced. heck i just bought that same car for 2000. The brakes are simple to do. If you can change a door nob you can change your brakes (even the rotors). auto zones sell "Haynes manuals" for vehicles, tells you step by step, with pictures how to do anything with your car. rotors= $50, brake pads= $20. The collapsed breather hose is very simple. just go in to auto zone, tell then your problem and they'll set you up, for probably under $10. If I'm not mistaken a breather hose is about 3 inches long and can be changed in about 30 seconds by hand. Your timing belt, like hippycy said is a concern, if you don't feel comfortable doing it yourself (part costs $25) then take it to a shop. Don't let them tell you they have to do all kinds of work to change the belt. Its simple on that model car and anyting more than $300 is nothing short of robbery. You might as well have them change the 02 sensor while your there, but they are also inexpesive and easy to do yourself. Saturns are particulary designed to be easy to self-maintence. An o2 sensor simply screws in, easy to find and access. Just go buy a $20 Haynes manual and mull it over, jump on autozone.com and look up the parts costs. (they also lend you ANY tool you need for any job, just got to put a deposit down in case you decide to not bring them back)
