Code P1740-Torque converter clutch did not lock up when the PCM sent the command. Enabling conditions: No engine or transmissions codes are present, vehicle speed was under 70 MPH, TPS was under 33% open. When the PCM commanded the torque converter to lock, no change was detected in engine speed. Blocking action: This code can block the following monitors: none.

SUBJECT: 46RE Transmission MIL Due To DTC P1740 - TCC or OD Solenoid Performance
OVERVIEW: This bulletin involves the replacement of the transmission pressure boost valve cover plate.

NOTE: THIS BULLETIN APPLIES TO VEHICLES EQUIPPED WITH A 46RE TRANSMISSION BUILT BEFORE AUGUST 01, 2000 (MDH O8O1XX).
SYMPTOM/CONDITION:
The customer may complain of a Malfunction Indicator Lamp (MIL) illumination. Upon further analysis, it is determined that the MIL is caused by Diagnostic Trouble Code (DTC) P1740 - Torque Converter Clutch (TCC) or overdrive solenoid Performance. Other than the MIL, the customer may not notice any other condition with the transmission.
This condition may be caused by an intermittent and momentary TCC disengagement condition. The transmission valve body pressure boost valve cover plate has been revised with a larger size orifice hole to address this condition.
NOTE: THE DRB III(R) MUST BE OPERATING AT RELEASE LEVEL 50.4 MDS2 SYSTEM CIS CD2067 OR HIGHER (AVAILABLE THE WEEK OF OCTOBER 2, 2000) IN ORDER TO PERFORM THE REVISED TORQUE CONVERTER CLUTCH STALL TEST. DO NOT USE EARLIER VERSION STALL TEST TO DETERMINE CONDITION OF THE TORQUE CONVERTER CLUTCH.

Although no one replied to this posting, I have found the problem. Early model Sprinters had a problem with the turbo resonators failing. The 2007's have an issue with the o-ring connecting the resonator to the pipe leading to the intercooler and the o-ring from this same pipe where it connects to the flex hose going to the intercooler. For some reason the o-rings are failing around 30,000 miles and kicking a code for high/low boost. The same code can also be set by egr problems, but check the o-rings first. If there is oil in the aluminum pipe, the o-rings should be replaced. You may also hear a suction sound, but not always.
As for resetting the service indicator, I have been told this is a common problem with no answer as to date.

Also check the swedged steel fitting on the rubber flex hoses to the intercooler. Apparently they may have been crimped too tightly at the factory causing the rubber to tear and leak.
I have the same or simular problem with my 07 built o8 modle. sudden lossof power . will not rev above 2000 rpm up shifts fast. Restart engine and it goes away. some times for days and other times it happens a few times a day. Sometimes the check engine light comes on and goes off after a few restarts. exhaust sound also gets deeper when the problem happens.
I'll check resonator O rings.
