it is a 99 caravan 3.3 no abs , then you are on about abs light pump etc
the abs pump only works when the master cylinder is under pressure and that pressure is suddenly reduced by the sensor reading a locked wheel and a valve is opened to release line pressure to that wheel As soon as that wheel starts to turn, the valve closes
while the wheel is stopped and that valve is open , the abs pump kicks in to maintain line pressure otherwise the brake pedal would go to the floor
master cylinders work through a. abs unit and not because of it so if the master cylinder becomes faulty, the abs pump will not operate until a wheel stops turning as there is no line pressure to stop a wheel turning
the abs light may not be on because there is nothing to operate the system to put it on
all dodge caravans from 2002 through 2011 have known problems with sticking calipers. if you google caravan brake problems you will see all the complaints. there are TBI's and recalls on them. Pressure fittings can be used depending on how bad the line actually is you can cut it back far enough to where it is good and use another length of brake line with a few pressure fittings if you do not want to go all new lines however you'll still need to bleed the system brake line to that wheel as well as possibly the passenger side. Obviously you'll need Brake fluid and a few tools.
You obtain the line straight and have to make the bends while installing. measure the lengths of the old line and get a length that closely matches. NAPA should have your line without costly dealer part.
you need to have brake booster looked at, it uses vacuum from the engine to multiply the force that your foot applies to the master cylinder. if that checks out ok then you are lookng at master cylinder
Sounds like your torque converter may not be unlocking which is like letting your foot out on the clutch on a manual trans and not releasing the brake. Can you move it to neutral ok? To test the theory, move it to neutral, start the vehicle, then without putting your foot on the brake shift to drive with a liitle gas. If you can get going this way, it is the torque converter.
