Did he clean the engine compartment. he might have fried the wire to the wiper motor get urself a handy little test light hook that bad boy to a good ground and test the connectors at the wiper motor if ya got power there then its the motor an ya bought a **** one if no power there go back futher in the circut and test the wiper switch see if ya got power there if ya do then its the wiring from the switch to the motor if no then go back further and test all ur relay connectors and fuses ( i hope when u replaced the relays u checked an replaced the fuse to it as well, if not u prob bought a motor for nothing) if ya got power at ur fuses/relays then its the wiring from there to the switch of not then keep going back toward the power souce and youll more then likely find a **** wire of connector. u might need to get a wiring diagram to trace all the wiring back but do the simple stuff first and test the connectors at the motor an switch and fuses/relays and go from there

there is a problem with your electrical-specifically your computer..I actually had an 06' Ion and the doors would lock/unlock,motor would rev up by itself, and radio would go on/off..take it directly to a dealer and they will solve...Also the knob to your heater WILL ABSOULTELT BREAK,and it is not covered in the warranty and costs $1500 to get fixed...I promise you it will break they make them cheap so they will break and they dont cover it.
SOURCE: My 2003 Saturn Ion remote trunk release won't
Check to make sure the button on the trunk latch is turned from manual unlock...they made that feature so only the key will work to open the trunk that way if someone breaks in the front of your car they can't hit the trunk release and get into the trunk...may be the same thing for your remote. Hope that helps.
