You'll need a fuel pressure gauge connected to the schrader valve on the fuel rail and the engine running. The pressure should go up when the vacuum line is disconnected. You should also check for any sign of gasoline in the vacuum hose or in the vacuum connector on the pressure regulator. There could be a leak in the diaphram allowing fuel to enter the engine through the vacuum hose resulting in poor fuel mileage and running problems.
