Parked the car and it died. Power windows work and radio works but no turning over. I know the battery is working and the coolant and PWR STR flash on the dash.

Check your relays,fuses,and especially your ground cable on the battery side and the block,try jumping a ground from the battery to the frame or body and see if it makes a difference
The Accord radio does indeed require a code. Have you tried just putting the code in. If you do not know the code do not attempt to guess, as after a few attempts you will lock the radio for good. I need to know the error message exactly as you see it if inserting the code does not work.
I had the same problem.air bag light blinking. Although the power window, radio, light, A/C,etc was working, I could not get it to start. I found out the charge indicator light was not coming on when key is turn to the on position. Cut a short story even shorter, The alternator died. Check your alternator, therefore not charging battery.. But first check your battery(all other features can still work with weak battery) Car can't start because not enough power in battery to turn over. That was my problem. Probably the same for you.
Had similar problem, went to dealer told battery posts were dirty and loose. Battery was checked and said to be fine. Posts were cleaned and tightened. Next day on way home from work car died. Got a boost from a freind and made it home took out battery went to Autozone and found out battery no good!!!!!!!!!!!! Change your battery that may be the problem.
this is most likely the battery protection relay, this is part of the lighting control module (LCM/GEM), your dealer can test test it but the issue may have been related to the cold, this module controls almost everything except the engine and trans.
