It's possible that the sending unit in the tank went bad, or the gauge in your cluster stuck. You can begin by testing the sending unit and seeing if its sending a proper signal.
If it's fine, then I would look into having the cluster checked or replaced. This is all assuming the wiring harness hasn't been tampered with.

How do u reset a low coolant light on a 94 Chevy caprice classic

Turn off the ignition of car.
Let the engine and radiator cool.
Refill the coolant to the required quantity with the approved type.
Wait until the coolant helps reduce the heat completely.

How to install vacuume lines on a 94' chevy caprice

Vacuum hose is sold at many store in rolls, you would measure how much you need and replace the pieces one at a time, so as not to get them confused.
They also come in many sizes, so you should take the a sample of each size you find to get the right replacement.
Be blessed.

I put gas in my car and the gas hand fell to empty and when i turn the car off the gas hand comes up on my 94 caprice

Sounds like you need a new fuel sending unit. It is a big job because the device is located inside the gas tank. You have to drain it, drop the tank, replace unit and reinstall the tank.

94 caprice v8 an i cant spin wheels (burnout) what to do

Sounds like the timing is retarded. Loosen the distributor hold down bolt and turn the distributor counter clockwise about a half inch or so. Then drive the car. If it runs better then get a timing light and set the timing to 10 to 15 degrees before top dead center (btdc) at idle with EST disabled (if equipped) or if it has a vacuum advance with vacuum hose disconnected. Good luck.
